What are “The 222 Mays?”

Well, I suppose we could ask Mr. Memory, of The 39 Steps fame, but it’s George Will who tells us, while arguing against the constitutionality of Obama’s announced revision of a key PPACA deadline that I’ve been making such a stink about:

This lesson in the Obama administration’s approach to the rule of law is pertinent to the immigration bill, which at last count had 222 instances of a discretionary “may” and 153 of “waive.” Such language means that were the Senate bill to become law, the executive branch would be able to do pretty much as it pleases . . .

So in other words, The 222 Mays are 222 Ways in which this president, not to mention any future one, doesn’t even need The New Take Care Clause .
